Yes, you can upgrade to AVG Ultimate regardless of the package you choose, as the downloaded AVG version is the same. However, if you choose a lower-level package, many features may be unavailable. If you click on an unavailable feature, AVG will display an advertisement recommending that you upgrade to a higher-level package.
But this upgrade method may come with a higher cost, so I recommend purchasing the AVG Ultimate 2-year version directly.
